1. Shelters must conform to maximum stocking densities and minimum space requirements. In this regard it should be noted that the guidance provided in WSPA's publication 'Planning and Running an Animal Shelter' relates to short-stay kennels only. For long-stay shelters, it is essential that animals are provided with optimum conditions including an extensive exercise area, and daily walks.

2. The total number of animals in a shelter must never exceed its agreed capacity.

3. Animals must be isolated immediately on arrival.

4. Sick or injured animals must be examined by a veterinarian within two hours of rrival.
生病和受伤的动物应该在到达2小时以内接受兽医的检查。
5. Moribund and incurably ill animals must be euthanised immediately. For short-stay shelters, any other animals which cannot be rehomed (such as aggressive dogs) should also be euthanised immediately.
垂死和无法治愈的生病的动物应该被立即实施安乐死。对于短期停留的庇护所,任何无法重新寻找到领养家庭的动物(比如有进攻性的狗)也应当被立即实施安乐死。
6. Euthanasia must always be by the most humane method possible.

7. Animals that are apparently healthy must be examined by a veterinarian within three days of arrival.

8. Following veterinary examination all animals should be treated for helminths and ectoparasites, unless other veterinary therapeutic treatment contra indications this. In such cases they must be given antiparasitic treatment as soon as possible.

9. Shelters must be supervised by a veterinarian who is responsible for deciding whether an animal is to be euthanised.

10. Long-term shelters must operate a vaccination and sterilisation policy. Animals must complete their course of vaccination whilst in isolation; sterilisation should be undertaken at the appropriate time during the first six weeks after arrival.
长期停留的庇护所应该有免疫和绝育的政策,动物必须在隔离的阶段完成免疫的整个程序,绝育必须在合适到达庇护所前6周内的合适时间内实施。
11. Animals that are to be rehomed must have completed the vaccination course, must be permanently identified (microchip, tattoo and/or collar and tag) and should be sterilised before release.

12. In shelters, which only have facilities suitable for short stays, animals that remain unclaimed after a maximum period of one month should be euthanised.

13. Full records should be completed and retained for every animal entering the shelter. Throughout its stay at the shelter, each animal should wear a collar or collar and tag, marked with its record number. However, if a single animal is kept in a cage or run, the information can be kept on a cage card.
